Canadian Defence Attaché and EUTM Mali’s mission force commander share common interests about the implementation of Human Resource Management and International Humanitarian Law (IHL)

On 9 August the Canadian Defence Attaché, Lieutenant Colonel Shaver and the EUTM Mali’s mission force commander met and talked about the mission’s new challenges as the support to G5 Sahel Joint Force, the implementation of Human Resource Management and International Humanitarian Law (IHL) projects provided to the Malian Armed Forces (MaAF) and to the Malian military schools.

Since May 2013, Canada supports the EUTM Mali mission by funding human resource management (HRM) projects. EUTM Mali’s advisors are conducting an assessment of the processes, leadership style and organisational structures of the Malian Armed Forces’ Human Resources Management. They share their experience with their Malian counterparts. This is starting to see results in procedural and structural HRM and in the efficiency and effectiveness of the Malian Armed Forces Chain of Command.

Another common interest concerns the IHL projects. Respect for Human Rights and security are the key elements to counter the increasing humanitarian needs. Despite the efforts made by the Government of Mali and its partners, the number of people in need is estimated at 3.7 million in 2017, against 2.5 million in 2016. Among them, 3.53 million are facing food insecurity.  Access to populations in the north remains a major challenge due to frequent attacks against the national army, security forces and humanitarian organizations.

The respect for Human Rights and International Humanitarian Law is an essential part of EUTM training, delivered by highly-qualified staff.  The education includes a basic understanding of humanity, distinction, proportionality and military necessity as core principles. Additionally, a knowledge of measures and procedures, required in dealing with protected sites and persons such as, capture, transfer and treatment of prisoners, identification and treatment of children in armed conflicts, Rules of Engagement, self-defence, the protection of women and prevention of sexual violence, as well as handling of refugees and internally displaced persons, is of utmost importance and therefore part of the IHL education.
